After the [[Gekkers of 49]], the Legislature of Kitsunemori was officially created with the Assembly and the Council being the two chambers of the Legislature.
Sizing rules were stated to begin at 200 residents a year, where the amount of residents could be changed by an act from the Legislature. Seat reappointment was to happen every 5 years to keep up with any growth, as nobody knew if there was going to be more growth, or how rapidly Kitsunemori could grow.
The first assembly had 35 members, representing about 200 residents a seat.
