Inari, formally Inari Ōkami as known by the Outside World, is the kami of (blah blb bla bla bla...). They are not seen as Kami or a ruler over Kitsunemori, but more as one who can give jobs into the Outside World as messengers, normally to those who are able. This program is known as Inari's Messengers.
