Inari, formally Inari Ōkami as known by the Outside World, is the kami of (blah blb bla bla bla...). They are not seen as Kami or a ruler over Kitsunemori, but more as one who can give jobs into the Outside World as messengers, normally to those who are able. This program is known as Inari's Messengers.
It is not known where they live even in Kitsunemori itself, and they seem to appear whenever they need to be.
Their head shrine is Fushimi Inari Taisha in Kyoto, Japan, Outside World, with tens of thousands of shrines across Japan dedicated to them.
